Leng-Hsuan (Kelly) Tseng has received her Bachelor of Science degree in oceanography from National Taiwan Ocean University and Master of Science degree in ocean engineering from National Cheng Kung University. Her graduate study focused on natural hazards and wave statistics with the topic regarding the occurrence probability of freak waves in nonlinear wave field. From September 2018, Leng-Hsuan has joined the River Basin Development chair group, IHE Delft Institute for Water Education and Hydraulic Engineering Department, TU Delft for her PhD research.

With the increasing number of hydro-meteorological hazards and the growing trend in implementing Nature-Based Solutions (NBS), the evidence for the effectiveness of large-scale NBS is in high demand and thus more studies are needed. Her research topic focuses on modelling large-scale NBS for flood risk reduction in order to better understand the effectiveness of NBS. The PhD project is part of EC-funded project RECONECT, which aims to rapidly enhance the European reference framework on NBS for hydro-meteorological risk reduction.
